Neighbours spotted flames and smoke billowing from the property at around 11.30pm last week and ran over to help.

The ordinance limits facilities to the industrial area in Chesterfield Valley and requires case-by-case public review. Officials cited concerns about noise, lighting, groundwater and utility demands.

The request would raise the average residential electric bill by about $13 a month for a customer using 1,011 kilowatt-hours. New rates would take effect by June 2027.
